C 1. The development hereby approved shall be begun before the expiration of four years from the date of this decision notice.
Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
C 2. The building hereby approved must be finished in dark green coloured sheeting or in a colour approved in writing by the Department.
Reason: To reduce the visual impact of the building in the rural landscape.
C 3. The existing portable cabins on site must be removed from site on completion of the building hereby approved.
Reason: The plans submitted and approved do not show the portable cabins being relocated within the site.
C 4. The building hereby approved may be used only for the storage of equipment, materials and vehicles needed for the maintenance of the site defined in red.
Reason: The site is not designated for development and the approval is granted on the basis that the building is reasonably required for the maintenance of the site.

Officer’s Report
THE SITE 1.1 The site is the curtilage of Foxdale FC's grounds which are located to the north of Stoney Mountain Road. To the north is a field alongside a dwelling, Eairy Mount, to the west is a recycling yard and to the south east is another dwelling, The Paddock.
1.2 The site accommodates the football pitch, a building accommodating changing facilities which is surrounded by car parking.
THE PROPOSAL 2.1 Proposed is the erection of a building to the west of the changing facilities building, to accommodate a tractor and maintenance equipment for the site as well as sports equipment during the off season. The building will be a portal framed metal clad structure with a footprint of 9.1m by 13.8m, an eaves height of 3.6m and a ridge height of 4.8m with the roof at a pitch of 15 degrees. No colour has been given for the external sheeting.
PLANNING HISTORY 3.1 Planning approval was granted for an equipment shed under 11/00870/B. This was a masonry structure with dimensions of 8m by 5m and an eaves height of 2.4m and ridge of 4.2m.
PLANNING POLICY 4.1 The site is designated as Playing Field on the Area Plan for the South adopted in 2013. The Strategic Plan recognises the importance of recreation although there are no specific policies on this. As the proposed development is consistent with the land designation, General Policy 2 is considered relevant as follows:
"Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
(b) respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the spaces around them; (c) does not affect adversely the character of the surrounding landscape or townscape; (g) does not affect adversely the amenity of local residents or the character of the locality and (m) takes account of community and personal safety and security in the design of buildings and the spaces around them."
4.2 Recreation Policy 2 presumes against the loss of recreational land which is or has the potential to be beneficial to the community unless it can be replaced with at least equivalent space - equivalent in area and quality.
REPRESENTATIONS 5.1 Highway Services raise no objection (10.08.18).

6.1 The applicant would prefer to build a cheaper structure than that approved in 2011 and describe the proposal as affordable and a necessary addition to a community club that is benefitting from recent investment in infrastructure. The existing clubhouse is a modern building whose roof is visible from Stoney Mountain Road, as are the tops of the existing white portacabin type structures and non is particularly visible or striking in the landscape. The proposed building could be coloured to mimimise its appearance - dark green would perhaps enable it to blend into the surrounding hedging when viewed from Stoney Mountain Road or the site itself.
6.2 The proposed building, by virtue of its agricultural character is considered more in keeping with this rural location than the rendered and tiled clubhouse building and will therefore have no adverse visual impact and its green colouring, or other appropriate colour, will enable the building to blend in to the backdrop of the hedge and vegetation behind it.
6.3 There will be no loss of recreation land or facilities as the building will not only be built on land which is not playing field (it is part of the car park) but also that the site currently has on it portable cabins which will be removed as part of the scheme. Also, the building is needed to maintain the playing field so is considered incidental to the lawful use of the site for recreation purposes.
6.4 The building will not have any adverse impact on the living conditions of those in nearby dwellings due to the distance between the building and the nearest dwelling and the size and appearance of the building.
CONCLUSION 7.1 The proposed building, removing the existing portable structures, will enhance the appearance of the site whilst providing facilities which are reasonably required for the operation of the site and accord with GP 2 and RP2 of the Strategic Plan.
INTERESTED PERSON STATUS 8.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013 Article 6(4), the following persons are automatically interested persons: (a) The applicant, or if there is one, the applicant's agent; (b) The owner and the occupier of any land that is the subject of the application or any other person in whose interest the land becomes vested; (c) Any Government Department that has made written submissions relating to planning considerations with respect to the application that the Department considers material (d) Highway Services Division of Department of Infrastructure and (e) The local authority in whose district the land the subject of the application is situated.
8.2 The decision maker must determine: o whether any other comments from Government Departments (other than the Department of Infrastructure Highway Services Division) are material; and o whether there are other persons to those listed in Article 6(4) who should be given Interested Person Status. __
