The officer assessed the proposal against General Policy 2 (GP2), which permits development consistent with Area Plan zoning provided it respects the site and surroundings in siting, scale, design, do…
General Policy 2
GP2 permits development in accordance with Area Plan zoning (here Playing Field) if it respects site/surroundings in siting/layout/scale/design/landscaping, does not adversely affect landscape/townscape character or resident amenity, and considers safety/security. Officer tested the shed's scale, form, and proposed colouring against rural landscape visibility from Stoney Mountain Road, finding its agricultural style appropriate and blendable with hedging when dark green, with no amenity harm due to distances.
Recreation Policy 2
RP2 presumes against loss of recreational land unless replaced equivalently. Officer confirmed no loss as building is on non-playing car park land, removes existing cabins, and supports maintenance of the playing field, making it incidental to the lawful recreational use.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Materials approval
The building hereby approved must be finished in dark green coloured sheeting or in a colour approved in writing by the Department. Reason: To reduce the visual impact of the building in the rural landscape.
Removal of portable cabins
The existing portable cabins on site must be removed from site on completion of the building hereby approved. Reason: The plans submitted and approved do not show the portable cabins being relocated within the site.
Use restriction
The building hereby approved may be used only for the storage of equipment, materials and vehicles needed for the maintenance of the site defined in red. Reason: The site is not designated for development and the approval is granted on the basis that the building is reasonably required for the maintenance of the site.

Department of Infrastructure (DOI) Highways Division
No ObjectionThe existing site access arrangements would remain unchanged for the proposal which should not increase the site traffic and parking demand.; The shed would be erected in the existing car park however, there should be plenty of parking remaining to adequately serve the club so no new highway issues should arise from the development.; Highway Services does not oppose the application.
