Housing Policy 17
Housing Policy 17 permits conversion of buildings into flats in residential areas provided adequate space is available for clothes-drying, refuse storage, general amenity, and if practical car-parking, plus pleasant clear outlook from principal rooms. The officer assessed the proposal and found it failed due to no access to rear yard for bin storage or amenity, directly breaching policy (a). This was the primary refusal reason despite policy support for reusing vacant upper floors.
Strategic Policy 12
Strategic Policy 12 favours proposals improving housing stock and creating flats from vacant space above commercial premises, subject to detailed standards including good external environment with access to space for refuse storage and amenity. The principle of conversion in mixed-use town centre was accepted, but the scheme failed 8.13.2 standards for external space/outlook as no rear yard access was provided.
