Description: Creation of a vehicular access
Highway Comments: The proposal would enable a parking area to be created at the front of the dwelling by removing the whole of the existing wall and the gate on the site frontage boundary. The potential removal of an on-street parked vehicle in the vicinity of the turning head where the site is located would be beneficial and assist vehicles turning around on the highway.
The proposed parking area would be 5m wide and between 4.5m and 5.5m in length. The 'Manual for Manx Roads' design guide specifies that a driveway space should be at least 2.5m x 5.5m. The length of the parking area would therefore be a little short but should still be able to accommodate a smaller size car, or a large car at a slight angle, without the parked car encroaching onto the adjacent public footway which would be illegal and could obstruct the passage of pedestrians. It is therefore requested that a planning condition be added to any future decision notice to prevent any parked vehicle on the site from overhanging the adjacent public highway.
The highway visibility of the proposed site access should be acceptable as there would be no front boundary treatment and the boundary walls along both sides of the property are low and below the maximum height of 1.05m for within a visibility splay. A new vehicular crossing with dropped kerbs would need to be provided across the full site frontage width at the full expense of the applicant for the proposed vehicular access.
A $109a application letter is needed for the new vehicular crossing for the new access. The applicant is Linda Eccles at the above address.
Highway Services does not oppose the application subject to a planning condition for any parked vehicle on the site not to overhang the adjacent public footway in the interest of highway safety and amenity.
