General Policy 2
GP2 permits development in accordance with land-use zoning if it respects site/surroundings in siting/layout/scale/design, does not adversely affect landscape/townscape character, resident amenity/locality character, and provides safe access/parking. The officer tested the driveway against criteria (b), (c), (g), (h), finding compliance as it replicates streetscene features without harming character, amenity, or highway safety.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Parking provision
The development hereby approved shall not be occupied or operated until the parking area has been provided in accordance with the approved plans. Such areas shall not be used for any purpose other than the parking of vehicles associated with the dwellinghouse and shall remain free of obstruction for such use at all times. Reason: To ensure that sufficient provision is made for off-street parking and turning of vehicles in the interests of highway safety.
no objection
no objection subject to condition that parked vehicles do not overhang public footpath, in interest of highway safety and amenity
Highway Services has no objection subject to a condition preventing parked vehicles from overhanging the public footway. Onchan District Commissioners recommend approval.
Key concern: parking area length a little short of Manual for Manx Roads specification
Highway Services Division
Conditional No ObjectionThe length of the parking area would therefore be a little short but should still be able to accommodate a smaller size car, or a large car at a slight angle, without the parked car encroaching onto the adjacent public footway which would be illegal and could obstruct the passage of pedestrians.; It is therefore requested that a planning condition be added to any future decision notice to prevent any parked vehicle on the site from overhanging the adjacent public highway.; Highway Services does not oppose the application subject to a planning condition for any parked vehicle on the site not to overhang the adjacent public footway in the interest of highway safety and amenity.; Recommendation: DNOC
Conditions requested: planning condition to prevent any parked vehicle on the site from overhanging the adjacent public highway
Onchan District Commissioners
SupportThe Commissioners recommend that the application be APPROVED for planning purposes only.
