DEFER on 2-5-18 Conditions (if any) The premises is currently used for retail purposes. The proposal would allow it to be used as part retail and part hostel style overnight tourist accommodation between 6pm and 10am for up to 4 people. There are 2 existing pedestrian accesses to the site which would be retained. There is no vehicular access and no site parking at present. The proposal would create new parking demand for the site from the overnight accommodation and therefore site parking should be provided. The parking standards in 'The Isle of Man Strategic Plan 2016' require 1 car parking space per guest bedroom for a hotel/guest house. Ideally 2 parking spaces should be proposed as the tourists using the accommodation may not all travel together in the one vehicle. Motorcycle parking should also be included. There is room within the site to provide parking. If no parking is to be proposed then the applicant would need to provide a justification to demonstrate why off-street parking is not necessary. The applicant should be aware of highway visibility requirements for any new vehicular access to be created. Design standards specify visibility splays of 2.4m x 43m for a 30mph speed limit, with nothing above 1.05m in height within the visibility splay areas. Highway Services request that the application is deferred to allow the applicant to consider the above.
