Strategic Policy 8
Requires tourist development to use existing built fabric of interest and quality without adversely affecting environmental, agricultural, or highway interests, enabling enjoyment of natural and manmade attractions. The officer found the proposal compliant as it reuses the historic church basement without external changes, supports walker tourism on footpaths, and has no highway objections.
Environment Policy 16
Permits reuse of existing rural buildings for tourist use if no longer required for original purpose, preserves fabric of historic interest, accommodates use without extension or adverse change, no unacceptable traffic, and does not disperse activity harming village services. The church basement, previously a craft centre, meets criteria: structurally renovated, no external alterations, limited occupancy, and enhances local facilities.
Business Policy 12
Generally permits conversion of redundant countryside buildings to tourist use if complying with relevant policies like ENV16. Officer noted it aligns despite cross-reference error to housing policy.
Environment Policy 33
Permits change of use of Registered Buildings if appropriate and non-detrimental to character. Though not Registered, the building's acknowledged interest was considered; internal changes only deemed non-detrimental.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.

Highways Division deferred the application pending parking provision details; Isle of Man Victorian Society supported the application in principle; Patrick Parish Commissioners raised no objection.
Key concern: Lack of site parking provision creating new parking demand
Department of Infrastructure (DOI) Highways Division
Highway Services request that the application is deferred to allow the applicant to consider the above.; The parking standards in 'The Isle of Man Strategic Plan 2016' require 1 car parking space per guest bedroom for a hotel/guest house. Ideally 2 parking spaces should be proposed as the tourists using the accommodation may not all travel together in the one vehicle. Motorcycle parking should also be included.; Design standards specify visibility splays of 2.4m x 43m for a 30mph speed limit, with nothing above 1.05m in height within the visibility splay areas.
Isle of Man Victorian Society
SupportWe have viewed this application and whilst the plans do not show which room is for retail (or classification of same) and which area is for tourist accommodation, we wholeheartedly support the application in principle.
