The officer assessed the proposal against Business Policy 13, which permits tourist accommodation in private residential properties if it does not compromise neighbouring amenities.
Business Policy 13
Business Policy 13 states permission will generally be given for the use of private residential properties as tourist accommodation providing that it can be demonstrated that such use would not compromise the amenities of neighbouring residents. The officer assessed that additional traffic would not significantly impact amenities due to location and parking, with owners on-site to manage issues. No evidence of amenity harm was found, satisfying the policy test.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Use restriction
The development hereby approved shall not be used or occupied other than for the purpose of short-let holiday accommodation and shall not be used as a separate dwelling. The accommodation hereby approved shall not be occupied by the same person(s) for a single period or cumulative periods exceeding 28 days in any calendar year. Reason: To ensure that the development is only used and occupied as short let holiday accommodation and to prevent the creation of a separate dwelling with inadequate living amenities.

Key concern: property does not have the correct planning use to be used as tourist accommodation
DofE Tourism Division
No ObjectionI was not aware of this property but one of my team has been to visit and they believe from a quality perspective that the 'apartment' is of good quality in relation to our common standards.; within our legislation if a property does not have the correct planning use to be used as tourist accommodation we wouldn't be able to register it officially.; In order for us to officially register a property such as this, it would need to meet minimum standards as well as all other agency requirements: 1. Planning 2. Building control 3. Fire 4. Where necessary EHO 5. Have public liability in place to a minimum of £2m
Conditions requested: Planning permission required; Building control approval required; Fire safety approval required; EHO approval where necessary; Public liability insurance to a minimum of £2m required
Department of Infrastructure (DOI) Highways Division
No ObjectionDo not oppose; From a highways aspect, the access and parking arrangements are adequate to accommodate the increase in traffic movements and parking that such a use would generate.; The proposals are therefore considered acceptable.; There are no suggested conditions.
