Housing Policy 15
Housing Policy 15 states that the extension or alteration of existing traditionally styled properties in the countryside will normally only be approved where these respect the proportion, form and appearance of the existing property. The officer assessed the roof tile replacement against this, finding the natural slate tiles acceptable for the traditional character and appearance, with works situated on the roof scape not altering the overall form.
General Policy 2
General Policy 2 sets out development control considerations including design (respects site and surroundings in siting, layout, scale, form, design), wider impact (amenity of residents, character of locality), and highway safety. The officer considered these implicitly through the assessment of visual impact, neighbouring amenity, and Highway Services response, finding no issues.
General Policy 3
General Policy 3 indicates development will not be permitted outside zoned development areas except for stated exceptions, which do not include dwelling extensions; however, the policy was noted but not a barrier as the proposal is an alteration to an existing building in countryside.
Environment Policy 1
Environment Policy 1 seeks to prevent development adversely affecting the site except in exceptional circumstances. Noted as relevant but no adverse site impacts identified from the minor roof works.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
