Policy 11.3
Proposals for sheltered housing will be permitted provided that:
- the development is located within or adjacent to the settlement boundary of Castletown;
- the site is accessible to public transport, shops and other community facilities;
- the design and layout of the development takes account of the special needs of elderly and disabled people;
- adequate provision is made for car parking, including provision for disabled people;
- the development would not result in an unacceptable loss of amenity to neighbouring properties.
Sheltered housing is accommodation specifically designed for elderly or disabled people who require some support but wish to retain their independence. Such accommodation typically consists of self-contained flats or bungalows with communal facilities and a resident warden.
The Department recognises that there is a need for sheltered housing in Castletown to cater for the needs of the elderly population. However, it is important that such developments are located in accessible locations close to shops, services and public transport.
The design and layout of sheltered housing schemes should take account of the special needs of elderly and disabled people, including the provision of level access, wide doorways, handrails and other features to assist mobility.
Adequate car parking should be provided, including spaces for disabled people and visitors. The development should not result in an unacceptable loss of amenity to neighbouring properties through overlooking, loss of privacy or other impacts.
