The Department of Infrastructure proposed Phase 1 improvements to Douglas Promenade from Sea Terminal Building to Royal Bank of Scotland Buildings, including carriageway reconstruction, junction remodelling, enhanced pedestrian facilities, new parking layouts, and high-quality materials. The Council of Ministers approved the application on 20 December 2012, subject to conditions on approved drawings and materials.
