Reason: in the interest of visual amenity and to limit shine and glare.

Officer’s Report
THE SITE 1.1 The site is the residential curtilage of 1 Rosehill Mews, Douglas. A two storey end terraced dwelling.
THE PROPOSAL 2.1 Proposed is the installation of a flue on the end gable elevation. The flue is to measure 7.7m tall and 150mm wide.
PLANNING HISTORY 3.1 There are no previous applications considered materially relevant.
4.0 PLANNING POLICY 4.1 The site is within an area designated as Predominantly Residential on the Area Plan for the East 2020. The Isle of Man Strategic Plan 2016 contains the following policies that are considered materially relevant to the assessment of this current planning application: o Strategic Policy 3, 5 o General Policy 2 (b), (c), (g), (m), (n o Environment Policy 22 o Community Policy 7, 10 and 11
4.2 The Residential Design Guide (July 2021) Section 5 covers guidance on Architectural Details which is considered relevant.

6.0 ASSESSMENT 6.1 The key considerations of this application are its impact on the house itself, on the character and streetscene of the area and on the amenities of the neighbours.
6.2 The house was developed as part of the wider cul-de-sac in the early 90's. It is not of any special interest or merit warranting its protection. The proposal will see the installation of a flu along the end gable nearest the roadway serving the cul-de-sac and where views will be easily achieved. The estate is fairly close knit with streetlight columns close by and the mock tudor design of the dwellings with vertical board detailing on the end gables.
6.3 The proposed flue will be noticeable to passers-by, however given the design of the dwellings with vertical features, the density of development in the area and the overriding residential character of the housing estate particularly minded that these types of flues are becoming more common in such estates due to the increased popularity of wood burning and multi fuel stoves that the installation of the tall flue in this case is considered to be acceptable and not to adversely impact the existing dwelling or the general surroundings as to harm general public amenity. There is no indication on the finished colour of the proposed flue so in seeking to minimise shine and glare it is considered that this should be finished in a matt dark grey/black.

6.4 The siting and height of the flue, coupled with the distance from the nearest neighbours is also expected to ensure that there is no unacceptable smoke or smell nuisances as to harm their living conditions.
CONCLUSION 7.1 The proposal is considered to comply with General Policy 2 and Environment Policy 22 of the Strategic Plan 2016.
INTERESTED PERSON STATUS 8.1 By virtue of the Town and Country Planning (Development Procedure) Order 2019, the following persons are automatically interested persons: (a) the applicant (including an agent acting on their behalf); (b) any Government Department that has made written representations that the Department considers material; (c) the Highways Division of the Department of Infrastructure; (d) Manx National Heritage where it has made written representations that the Department considers material; (e) Manx Utilities where it has made written representations that the Department considers material; (f) the local authority in whose district the land the subject of the application is situated; and (g) a local authority adjoining the authority referred to in paragraph (f) where that adjoining authority has made written representations that the Department considers material.
8.2 The decision maker must determine: o whether any other comments from Government Departments (other than the Department of Infrastructure Highway Services Division) are material; and o whether there are other persons to those listed above who should be given Interested Person Status __
