1.0 Description - 1.1 Planning Application 21/00036/B was APPROVED on 16.05.2022 for:
Conversion of existing stable, store and kennel buildings to provide 12 tourist accommodation units (class 3.6), wellness spa (Class 4.1), café (class 1.3) and a residential apartment (class 3.4) with associated parking and access, creation of an equestrian arena with associated stable block and relocation of an existing agricultural building
1.2 This approval is subject to 15 conditions, some of which require the submission of additional information prior to the commencement of works. - 1.3 This report is specific to conditions No. 3, which the applicants are seeking to satisfy. The specific wording of the condition is as follows:
The tourist accommodation units, wellness spa, café, and residential apartment which forms part of the development hereby approved shall not commence until a scheme for the provision of bat boxes to be installed in specific locations, including timing of delivery of boxes as detailed in Appendix 1 of Manx Bat Group which states they should be in place prior to any works to the roof on the converted buildings has been submitted to the Department for approval.
The bat boxes are to comprise five boxes suitable for crevice dwelling species, and three suitable for cavity dwelling species, as detailed in Appendix 1 of Manx Bat Group
The works to install the bat boxes shall take place strictly in accordance with the approved details.
The bat boxes shall be permanently retained in accordance with the approved details. Reason: To safeguard a statutorily protected species.
2.0 Proposal - 2.1 The applicant's agent has submitted an application form on 09.12.2025 along with:
- o cover letter
- o proposed elevation drawing
- o proposed site plan
3.0 Consultation - 3.1 DEFA Ecosystem Policy Officer for the approved application was consulted for advice. Their advice was received on 08.01.2026. They concluded that, after reviewing the submitted documents, this submission satisfy the relevant clauses.
4.0 Recommendation - 4.1 In this instance of the submitted documents and after consultation with DEFA Ecosystem Policy Officer, which is happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning conditions 3 of application 21/00036/B, under the understanding that the development shall not be carried out unless in accordance with the approved details.
I can confirm that this decision has been made by a Principal Planner in accordance with the authority afforded to that Officer by the appropriate DEFA Delegation and that in making this decision the Officer has agreed the recommendation in relation to who should be afforded Interested Person Status.
