New development in settlements must reflect local character and identity; inappropriate backland development harming visual amenity not permitted. The extension's design was inappropriate, harming terrace character despite matching materials.

Development must protect/enhance town character by using local materials and character in design (b). Extension failed by not respecting terrace's uniform flat-roofed elements with its disproportionate scale.
