Officer’s Report
1.0 THE SITE 1.1 The site is 88 Strand Street, Douglas.
2.0 THE PROPOSAL 2.1 The proposed is the installation of illuminated and non-illuminated signage. This application sits alongside PA 22/01287/B seeking to redesign the frontage of the building.
2.2 The illuminated sign is to be above the shopfront with the logo and the word "HSBC". The non-illuminated signage includes a projecting sign with the logo of "HSBC" and the word "ATM", a logo and word "HSBC" above each ATM, decorative stickers of the logo of HSBC and banking opening information stickers.
3.0 PLANNING HISTORY 3.1 Erection of illuminated and non illuminated signage was APPROVED under PA 13/01196/D.
4.0 PLANNING POLICY Site Specific 4.1 The site is within an area designated as Mixed Use (Strand Street) in the Area Plan for the East.
Strategic Policy 4.2 The Isle of Man Strategic Plan 2016 contains the following policies that are considered materially relevant to the assessment of this current planning application: o General Policy 2 (b) (g) (i) (m) (n)
o General Policy 6, 7 o Community Policy 7
PPS and NPD 4.3 There is no relevant Planning Policy Statement or National Policy Directive that applies to this application.
5.0 OTHER MATERIAL CONSIDERATIONS Legislation 5.1 Regulation 5 of the Town and Country Planning (Control of Advertisement) Regulations 2013 states that the control of advertisement is only in the interest of amenity and public safety, in particular general characteristics of the locality, the safety of any person who may use the highway and potential obscuration of any traffic sign or signals.
6.0 REPRESENTATION 6.1 Douglas Borough Council has not commented at the time of the report (28.11.2022).
6.2 DoI Highway Services states it does not oppose this application (11.11.2022). The comment states that there is no significant negative impact upon highway safety, network functionality and/or parking.
7.0 ASSESSMENT 7.1 The key considerations in the determination of the application are its impact on the building itself and on the character and streetscene of the area.
7.2 The proposed illuminated signage is more simplistic. As there is a variety of signage along the street, it is considered that it would not negatively impact the character of the building or the streetscene. The content is also directly related to the business. Therefore, the design is considered acceptable.
