The officer assessed the proposal as acceptable in principle within the church grounds in a residential area, supported by Community Policy 5 for extensions to existing schools/nurseries.
General Policy 2
Requires development to be of suitable design respecting the site and surroundings, not adversely affecting townscape character, and providing safe access and adequate parking. The officer found the lightweight, unobtrusive single-storey design compliant with sub-clauses (b), (c), (h) & (i), with no visual harm and acceptable access/parking given no highway objections.
Community Policy 5
States permission will generally be given for proposals to improve or extend existing schools, subject to other policies. The principle was accepted for this nursery/pre-school extension on church grounds in residential area, with design and siting found appropriate.
Transport Policy 4
Requires highways to accommodate development-generated vehicle and pedestrian journeys safely. No significant impacts identified by Highways Services, supported by traffic management details and walking/drop-off patterns.
Transport Policy 7
Requires appropriate parking per standards. No on-site parking proposed or existing, but accepted due to local walking and staggered times with no network concerns raised.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
no objection
considers the proposals would have no significant negative impact upon highway safety, network functionality and/or parking
proposed building would provide ideal extra space for the nursery and pre-school, with the nursery providing much needed child care and currently require extra space due to increased demand from local residents
the pre-school is a place of life and care which is greatly thought of in the community, whilst also being very popular and lacking in the larger space to include more children. With the recent closure of other pre-schools there is such a need for extension and increase
Highway Services Division and Douglas Borough Council both confirmed no objections to application 22/01174/B with no concerns or conditions raised. Public representations were letters of support from local residents.
