INTRODUCTION
The following application is to be assessed against the criteria set out in Part 3 - Minor Changes Applications of the Town and Country Planning (Development Procedure) Order 2019 specifically Articles 21, 22, 23 and 24.

23(2) If it does not do any of the above, must then be considered. - is the application considered acceptable?
PASS - APPROVE - The change in the phasing plan is a rather minor change, which relates to Zone B and D only. Essential all of Zone B would be phase 2 and all of Zone D would be phase 3. The approved plan had Zone B and D split in phase 2 and 3. The new proposal would seem to be more practical, i.e. develop all of Zone B (western section of site) which is the furthest point of site to the access and gradually development in a easterly direction.
