INTRODUCTION
The following application is to be assessed against the criteria set out in Part 3 - Minor Changes Applications of the Town and Country Planning (Development Procedure) Order 2019 specifically Articles 21, 22, 23 and 24.

BASIS OF APPLICATION
PASS - relates to 24/00763/B
PASS - relates to "Demolition of existing dwelling; construction of 3 detached dwellings; new entrance to replace existing entrance, removal of an existing entrance; providing a passing place to public road; creation of internal shared private access driveway, parking & turning; new foul and surface water systems"
PASS - the changes are Item 1- substitution of standing seam roof with Cedral Thrutone slate (all three dwellings).
PASS - set out in email dated 07.10.25 which states: "We believe the change in roof covering materials from the approved standing seam to slate constitutes a minor change in that the materials were specified and formed part of the original approved drawings. The change in specification of roof finish does detract from the aesthetic appearance & design concept and has no impact on the siting, size & layout of the dwellings."
21(2)(c)(i) The Minor Change Application does not increase the number of dwellings or buildings for which planning approval has been granted
PASS - no increase
21(2)(c)(ii)The Minor Change Application does not increase the net external footprint of a building for which planning approval has been granted
PASS - no increase
PASS - no change to site
21(2)(c)(iv) The Minor Change Application does not make material changes to the vehicular access arrangements for which planning approval has been granted
PASS - no change
PASS - no change - In this case Condition 7 is less specific and just asks for samples of the materials to be used. If it said submit a sample of the metal clad roof then this Minor Change Application to slate would be in clear breach of the condition. However, the condition is not so specific and therefore does not alter a condition.
21(2)(d)The Minor Change Application is not be made where the parent approval is less than 21 days old, subject to an undetermined appeal or has expired
PASS - original application approved 11.12.2024.

DETERMINATION
PASS - APPROVE
23(2) If it does not do any of the above, must then be considered. - is the application considered acceptable?
PASS - APPROVE - The change in the material of the roof finishes of all three dwellings from a standing seam roof to a Cedral Thrutone slate is considered acceptable. While the overall design approach of the dwellings are of a more contemporary design/finish, the use of a slate type roof finish is still considered appropriate and would fit with the design approach of the dwellings and the visual amenities of the area.
