Officer’s Report
1.0 Description
1.1 The proposed application 25/90740/GB was approved on 10/09/2025 for the Replacement of eight high-level windows (in association with 25/00731/CON) subject to 2 conditions one of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Condition 2 which the applicants are seeking to satisfy.
1.3 Specific wording of the condition as follows:
Prior to the commencement of works, a preliminary assessment for roosting bats and summer emergence surveys shall been undertaken by a suitably qualified ecological consultancy and a report including an ecological mitigation plan be submitted to and approved in writing by the Department. Thereafter the ecological mitigation plan is to be carried out in full.

2.0 Proposal
2.1 The applicant has submitted a report from the Manx Bat Group detailing a preliminary assessment for bats. The report notes the presence of three brown long-eared bats, which are believed to have gained access through the louvered windows located above the windows scheduled for replacement. It concludes that the proposed work will not impact the bats or their access to the roost, and that no mitigation measures are necessary as long as the wire netting on the inside of the louvres is not replaced.
3.0 Consultation
3.1 The applicant consulted The Eco Policy Team for advice on the satisfaction of condition. The advice received on 29/09/2025, after their review of the submitted documents, concludes that they are pleased that the information satisfies the relevant clauses. The applicant has included the reply in his submission.
4.0 Recommendation
4.1 In the instance of the submitted Bat Report - St Michael and Email from DEFA re bat report and after consultation with the case officer, who are happy with the level of detail, it is deemed sufficient and would be considered satisfactory for planning condition 2 of application 25/90740/GB with the understanding that the wire netting on the inside of the louvres is not replaced. __
I can confirm that this decision has been made by a Principal Planner in accordance with the authority afforded to that Officer by the appropriate DEFA Delegation and that in making this decision the Officer has agreed the recommendation in relation to who should be afforded Interested Person Status.
