New community facilities should serve local population, be accessible to non-car users, and reuse underused buildings. Reuses existing church hall accessibly, meeting childcare needs in north of island.
Transport Policy 4
Existing highways must accommodate development traffic safely. DOI Highways confirmed no highway safety/parking issues; existing car park sufficient.
General Policy 2
Development must not adversely affect resident amenity, locality character, provide safe access/parking, and avoid unacceptable road safety/traffic effects. Minimal additional impacts due to distances, buffering, and existing traffic; car park adequate.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice.
Maximum children limit
The maximum number of children attending the building at any one time shall not exceed forty (40).
Retain fencing/field gate
All fencing/field gate which were required to be erected/installed and painted in a dark green/brown colour as indicated in Condition 3 of the previous application (PA 18/00376/B) and shown on the referenced documents within the condition shall be retained as stipulated.
Lock field gate during operation
The "field gate" which restricts access and exit via the main road and which was required to be installed under Condition 3 of (PA 18/00376/B) shall remain locked during the operation of the Nursery.
Operating hours
No nursery customers (children or parents) shall remain in the building outside the following hours 0745hrs till 1830hrs.

Highway Services HDC assessed application 22/01020/B and found no significant negative impact upon highway safety, network functionality or parking. Lezayre Parish Commissioners unanimously approved the application.
