This application has been recommended for approval for the following reason. This application is considered to comply with General Policy 2 and General Policy 6 of the Strategic Plan.

1.0 THE SITE - 1.1 The site is the commercial curtilage of 92 Bucks Road, Douglas, a three-storey end-ofterrace building located on the southeast corner of Bucks Road and Christian Road. The ground floor is a fashion design shop.
2.0 The PROPOSAL - 2.1 This application seeks retrospective approval for the installation of two non-illuminating signages above the shopfront. - 2.2 The signages are two plastic boards both sized approx. 2m x 0.6m.
3.0 PLANNING HISTORY - 3.1 There is no previous application considered material relevant to this application.
4.0 PLANNING POLICY Site Specific - 4.1 The site is within an area designated as Predominantly Residential in the Area Plan for the East. Strategic Policy - 4.2 The Isle of Man Strategic Plan 2016 contains the following policies that are considered materially relevant to the assessment of this current planning application: General Policy 2 (b), (g), (i), (m), (n). General Policy 6, 7 Community Policy 7 PPS and NPD - 4.3 There is no relevant Planning Policy Statement or National Policy Directive that applies to this application.
5.0 OTHER MATERIAL CONSIDERATIONS Legislation - 5.1 Section 18(4) of the Town and Country Planning Act (1999) states, "(4) Where any area is for the time being a conservation area, special attention shall be paid to the desirability of preserving or enhancing its character or appearance in the exercise, with respect to any buildings or other land in the area, of any powers under this Act". - 5.2 Regulation 5 of the Town and Country Planning (Control of Advertisement) Regulations 2013 states that the control of advertisement is only in the interest of amenity and public safety, in particular general characteristics of the locality, the safety of any person who may use the highway and potential obscuration of any traffic sign or signals.
6.0 REPRESENTATION - 6.1 Douglas Borough Council has not commented at the time of the report (17.08.2022). - 6.2 DoI Highway Services states it does not oppose this application (27.07.2022). The comment states that there is "no significant negative impact upon highway safety, network functionality and/or parking".
7.0 ASSESSMENT - 7.1 The key considerations in the determination of the application are its impact on the terrace itself and on the character and streetscene of the area. - 7.2 The boards are not considered to negatively impact the character of the building or the streetscene. The content is also directly related to the business. Therefore, the design is considered acceptable. - 7.3 As Highway Services does not object to this proposal, it is considered that there is no impact on highway safety.
8.0 CONCLUSION - 8.1 The proposal is considered to comply with General Policy 2 and General Policy 6 of the Strategic Plan. Therefore, it is recommended for an approval.
