Planning Statement.
On behalf of Marown Memorial Playing Fields Ltd we wish to submit a Planning Application to add an additional use to the Millennium Hall. I have met and received assistance from the Duty Planning Officer Ms Charlotte Gatt.
We are a small Charity (IOM Registration 929) who own, manage and maintain facilities gifted to the Parish of Marown by Mr Cunningham in 1948 for the benefit of the local community.
We obtained Planning Permission in 2000 (no: 00/00146/B) this was covered under the 1999 Town and Country Planning Act and as such our "Use Class" for the Millennium Hall was unspecified. It has been used as a multi-functional community facility, which we will retain.
In 2012 this Act was amended and the "Use Classes" came into force Eg 4.2 & 4.3 separating both Community and Playgroup/ Nursery uses.
Our existing permission allows the Playgroup to operate during the period of School Term and the hours between 8.30-4pm.
The Committee feel now is the right time to define the use and scope of our facilities. On this basis we have agreed to add the extra "Use Class" that would allow extended operating period/times etc for the Playgroup. Operating hours: Monday - Friday 8am -6pm. Open all year with the exception of the period 24th December - 1st Jan inclusive and closed all UK and Manx Bank Holidays.
The extension of hours does not affect the existing community use of the Millennium Hall. Care to be provided for children aged 2 and over. Children numbers are advised by Registrations and Inspections. No additional increase in user numbers therefore no impact on existing capacity car parking provision and traffic movement.
We have been running a Playgroup facility since 2001 which is a hugely valuable asset to our community as well as providing an income vital towards the ongoing maintenance and improvements for the whole area.
