The officer assessed the proposal against Housing Policy 11, confirming redundancy as the barn was in no particular use for years, supported by evidence of prior residential status now lost.
General Policy 3
Permits conversion of redundant rural buildings of architectural/historic/social value outside zoned areas. Officer confirmed building met exceptions via Housing Policy 11 tests. Site on 'white land' but conversion justified by policy criteria without landscape harm.
Housing Policy 11
Requires redundancy, structural intactness, architectural interest, sufficient size for dwelling without character-affecting extensions, compatible use, and services without public cost; must re-establish original appearance. Officer methodically tested each criterion (a-f), finding compliance after roof/access amendments; no extensions proposed.
Environment Policy 2
Protects Areas of High Landscape Value; development permitted if no harm to character. Conversion accepted as it reduced impact of derelict building and used sympathetic materials like slate, within rural hamlet.
