Officer’s Report
THE SITE 1.1 The site relates to an existing dwelling Eaynin Dress, 14 The Meadows, Kirk Michael, a detached dwelling situated with a larger residential estate in the centre of Kirk Michael.
1.2 At the rear of the dwelling is an existing flat roof and fully glazed conservatory with rounded corners.
PROPOSED 2.1 Approval is sought for the replacement of the rear flat roof conservatory with a slightly larger masonry extension finished with a hipped roof.
PLANNING HISTORY 3.1 There are no previous applications considered materially relevant to the assessment of the current proposal.
PLANNING POLICY 4.1 The application site sits within an area zoned for residential use on the Kirk Michael Local Plan and there is a general presumption in favour of residential development as set out in 8.12.1 of the IOM Strategic Plan 2016 so long as the works meet with the general standards towards acceptable development set out in General Policy 2. Most relevant in this case being parts b, c and g in ensuring no adverse visual or amenity impacts. Also relevant in the assessment is the recently released Residential Design Guidance 2021 which provides advice on residential development and how such visual and amenity impact may be assessed in terms of streetscene and neighbouring amenity.

5.1 Kirk Michael Commissioners - no comments received as of 06/07/2022.
5.2 Department of Infrastructure Highway Services - no highways interest (22/05/2022).
5.3 No comments received from neighbouring properties.
ASSESSMENT 6.1 The works are expected to have an overall negligible impact on the general quality and appearance of the existing house and the extension is not readily visible from any public view. It will see the introduction of a more appropriate hipped roof finished compared with the existing flat roof and would not be an inappropriate level of development. The proposed works would be unobjectionable and given the distance from the neighbours would not harm or adversely impact neighbouring amenity.
CONCLUSION 7.1 The proposed works would have an acceptable impact on the existing property and would not result in any unacceptable harm to the surrounding environment. The application accords with the tests of General Policy 2 of the Isle of Man Strategic Plan 2016 and the principles of the Residential Design Guidance 2021.
