Please find below a response from Highways DC:

“After reviewing this Application, and on receipt of the proposed re-siting site plan: SC1536/P/10-02 Rev B from the agent, Highways Development Control finds it to have no significant negative impact upon highway safety, network functionality and /or parking. The Applicant is advised that the drawings for the s4 Highway Agreement may require alteration due to the proposed modifications to driveway positions.”
