Date of Response: 10 May 2022 Date of Application: 25 Apr 2022 Application Reference: 22/00523/B Location Address: 3A Coburg Road Ramsey Isle Of Man IM8 3EH Description: Creation of driveway and vehicular access Highways Comments: Other than the driveway width being too narrow, the proposal is acceptable to Highways Development Control. 3.4m is the requirement for shared pedestrian and vehicular use where there is no separate path and on it being incorporated into the driveway. This could be conditioned or a revision provided. Visibility splays are adequate at 2 x 43m in each direction. The intended driveway is of adequate length. It would be finished in block paving that is likely to be consolidated and is a hard surface material. Surface water drainage is to be accommodated too. Highway Drainage may comment further on its suitability. The dropped crossing of the footway will require a separate permission from Highway Services under a s109(A) highway agreement after grant of any planning consent. Additionally, the existing road drainage must either be retained or an effective alternative scheme provided at the Applicant’s expense on a satisfactory arrangement being drawn up and agreed with the Highway Services’ Drainage team. The Applicant should consider installing an electric vehicle charging point to aid net zero objectives. The proposal does not raise any road safety or network functionality issues, allowing HDC to raise no opposition subject to conditions for a 3.4m wide driveway, block paving and surface water drainage.
