General Policy 2
Requires development to respect site/surroundings in siting, scale, design; not adversely affect amenity, character, highway safety or traffic. Officer found proposal compliant as window changes are minor/not visible from key streetscene views, amenity/parking acceptable, no neighbour/highway harm.
Strategic Policy 1
Promotes best use of previously developed land and redundant buildings. Conversion of under-used space above shop optimises the site, utilising existing infrastructure.
Strategic Policy 12
Favourable to creating flats from vacant/under-used space above commercial premises subject to standards in section 8.13. Proposal meets this by reusing first-floor storage without poor rear 'outlets'.
Housing Policy 17
Permits conversions in residential areas if adequate space for refuse/amenity/parking, pleasant outlooks from principal rooms. Satisfied by front outlooks, rear yard bins (conditioned), relaxed parking justified.
Transport Policy 7
Sets parking standards (1 space per 1-bed flat) but relaxable near bus routes without unacceptable on-street parking. Relaxed here due to 200m to bus stop, ample nearby parking, Highways no-objection, bicycle storage.
