Officer’s Report
THE APPLICATION SITE
1.1 The application site is within the curtilage of Manor Park School, which is a primary school situated within the Pulrose Housing Estate. Between the site and the main road is a playground with several structures for play upon it and a car park is situated between the site and the school.
1.2 The site is surrounded by residential dwellings to the North, East, West and Pulrose Golf Course to the South East, South and South West.
THE PROPOSAL
2.1 The current planning application seeks approval for the erection of a hexagonal timber cabin which is to be open on half of the sides and will have covered seating to the other sides. The cabin will have an approximate overall height of 3.1m and will measure 3.6m across.
2.2 The application form states the following regarding the structure, "The open sided structure will provide covered shelter as part of a wellbeing area within the school grounds, It will be used by school children during school hours and by the wider community outside of school hours."
2.3 No details have been given regarding the roofing or timber colour.
PLANNING HISTORY
3.1 The previous applications are not relevant in the assessment of this application.
PLANNING POLICY
4.1 The site lies within an area zoned as "Buildings or Land for Civic, Cultural or Other Use - Primary School." The property is not within a Conservation Area or a Flood Risk Zone.
4.2 Given the nature of the proposal and the land designation the most relevant policies are Community Policy 5 which seeks that proposals to improve or extend the existing schools must have a particular regard to the potential for community use and the associated Open Space and General Policy 2 which sets out general standards towards acceptable development.

ASSESSMENT
6.1 The main issues to consider in the assessment of this planning application are:

6.2 PRINCIPLE
6.2.1 The proposed timber cabin would readily fall into the established use of the site and would provide a usable social space within the school, by providing a covered area which will be accessible inside and outside the school period.
6.3 CHARACTER AND APPEARANCE
6.3.1 Whilst the proposed cabin can be seen from a public vantage point of the main Pulrose Road, due to its location within a school and the playground which will be situated between the site and the main road, the impact upon the character and appearance of the streetscene will be minimal.
6.3.2 As stated within section 2 of this report, no information has been provided to the officer for the colours of the timber or the roofing, due to its location and the site it is situated upon a condition is not required as the colour of the timber and roofing will not affect how the cabin will be seen within the streetscene.
CONCLUSION
7.1 The proposed timber cabin is acceptable in terms of their form, mass and design by providing a suitable covered area as such the proposal is deemed to comply with Community Policy 5 and General Policy 2.
INTERESTED PERSON STATUS
8.1 By virtue of the Town and Country Planning (Development Procedure) Order 2019, the following persons are automatically interested persons: (a) the applicant (including an agent acting on their behalf); (b) any Government Department that has made written representations that the Department considers material; (c) the Highways Division of the Department of Infrastructure; (d) Manx National Heritage where it has made written representations that the Department considers material; (e) Manx Utilities where it has made written representations that the Department considers material; (f) the local authority in whose district the land the subject of the application is situated; and (g) a local authority adjoining the authority referred to in paragraph (f) where that adjoining authority has made written representations that the Department considers material.
