Officer's Report
The Site
The site represents the curtilage of an existing dwelling situated within Milner Park, a collection of similarly designed properties on the northern side of Station Road in two culs de sac - Milner Park and Milner Close. The application property lies in the middle of the estate and is a detached house with attached single storey garage annex to the right of the front door.
Planning History
Since the erection of the dwelling under PA 94/1232, planning permission has been sought and granted for the installation of a door and window to the rear of the garage (PA 98/0256) and the erection of a conservatory (PA 08/1235).
Planning Status
The site lies within an area designated on the Port Erin Local Plan of 1990 as Predominantly Residential.
The Proposal
Proposed is the upward extension of the garage to provide a further two bedrooms and a larger kitchen on the ground floor behind the garage. This would make the property similar in appearance and size to the dwellings already on plots 5, 7 and 14 (which was extended in a fashion similar to what is proposed here under PA 98/0773), and 18.
Representations
The Fire Prevention Officer requests the installation of smoke detection which is dealt with as part of the Building Regulations and as such is not a planning matter.
Department of Transport Highways and Traffic Division indicate that three off road parking spaces are required as the number of bedrooms has increased. However, the Strategic Plan Appendix Seven makes provision for a requirement of no more than two spaces per residential dwelling, regardless of the number of bedrooms. As such, such a condition is not appropriate.
Port Erin Commissioners indicate that they do not oppose the application.
Assessment
The proposed works will result in a dwelling type which is already seen within the estate and which would not be unacceptable if repeated on this plot. There will still remain a variety of house types and styles and the increase in massing and slight increase in footprint will not result in any adverse impact on those in neighbouring properties to the side of rear.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
The Fire Prevention Officer requests the installation of smoke detection which is dealt with as part of the Building Regulations and as such is not a planning matter. The Fire Prevention Officer should not be afforded party status in this instance.
