The site is zoned as a primary school, making the shelter an appropriate ancillary development assessed against General Policy 2 of the Strategic Plan 2007.
General Policy 2
GP2 permits development in accordance with land-use zoning and other plan policies if it respects site/surroundings in siting/layout/scale/design/landscaping, does not harm landscape/townscape character, residential amenity, road safety, or habitats, and meets other criteria like access and services. The officer assessed the shelter against this policy, finding it compliant due to its appropriate siting at the rear (screened from highway), modest scale fitting the school elevation without disproportion, and lack of impact on amenities or character given no neighbouring properties.
Time limit
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
