The Application Site
The application forms the residential curtilage of Pier House, Stanley Mount East, Ramsey, which is a part two and part three storey detached property located on the eastern side of Stanley Mount East.
Planning Policy
The application site is within an area of “predominately residential” use, under the Isle of Man Planning Scheme (Ramsey Local Plan) (No. 2) Order 1998, hereafter referred to as the Ramsey Local Plan. The site is not within Ramsey Conservation Area

Planning History
The following planning applications are considered relevant in the assessment and determination of this application:-

Proposal
The application seeks approval for the Erection of a conservatory to west elevation. The proposal would have a depth of 5 metres, a width of 2.8 metres and a ridge height of 2.5 metres.
Representations
Ramsey Commissioners:- No objection
The Authority has received no privately written representations objecting to the application.
Assessment / Recommendation
The proposed conservation to the western elevation would be fairly well screen from the adjoining public highway, due to the 1.8 to 2 metre high Manx Stone wall which runs along the western boundary of the site. The existing dwelling is fairly modern in appearance and it is therefore considered a conservatory of this size and design would be in keeping with the property.
The proposal would have no adverse impacts upon neighbouring residential amenities, especially upon East Cliff (south of site), given the significant boundary treatment which consists of a 2 metre high grass bank with a 1.8 metre high timber fence and 4 metre high confer hedgerow (approx) on top.
For these reasons the proposal would seem appropriate in this location and therefore it is recommended the application for an approval.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the erection of a conservatory to west elevation as proposed in the submitted documents and drawings 2019/1. 2019/2, REF 01, REF 02 and REF 03 all received on 29th October 2008.
C 3. The external finishes of the extension must match those of the existing building in all respects.
I confirm that this decision accords with Government Circular No 56/08 (Delegation of Functions to the Acting Senior Planning Officer), GC 55/08 for Advertisements and 69/08 for Registered Buildings.
