Officer's Report
The Site
The site represents the residential curtilage of an existing detached property, Abbey Mill, which lies on the western side of Bridge Road, backing onto the Silverburn River as it passes Rushen Abbey, which lies on the other side of the river to the application site. The property is a modern dwelling with a large flat roofed dormer on the front elevation and flat roofed, glazed porch, and attached flat roofed garage to the south. Access to the site is from Bridge Road with the house sitting facing east.
Planning Status
The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 as an Area of High Landscape or Coastal Value and Scenic Significance. The site also lies within Silverdale's Conservation Area.
Planning History
Planning permission was granted for the erection of a stable block under PA 99/2049.
The Proposal
Proposed now is the replacement of the existing glazed porch on the front elevation with a solid walled porch of very similar dimensions but with a single central window in the outward facing wall, a door in the southern wall and another central window in the north facing side of the new porch.
Representations
Malew Parish Commissioners indicate that they have no objection to the application.
Department of Transport Drainage Division comment that there should be no discharge of surface water to the main foul sewer. There is to be no change in the manner of discharge of surface water from the porch from the existing situation, therefore such a condition is not necessary.
Assessment
As the property lies within a Conservation Area, the proposal must preserve or enhance the Area in accordance with Planning Policy Statement 1/01 and Environment Policy 35. The property is a modern one within the Conservation Area and the proposal does not significantly change the appearance of the property and it is not immediately facing the road. The proposed changes in the appearance of the porch are generally an improvement on the existing and as such the proposal would improve the appearance of the property in accordance with the Strategic Plan and Planning Policy Statement.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
