Officer's Report
The Site
The site represents the curtilage of 8 Market Street Peel a terraced dwelling located within the Peel Conservation Area. The property is located on the eastern side and towards the top of Market Street.
Planning Status
The site is located in an area identified as 'Mixed Use' by the Peel Local Plan and is also within the Peel Conservation Area.
Within the Isle of Man Strategic Plan the following policy is considered relevant:
Environmental policy 35, which states:
"Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."
Planning History
The following application is considered to be relevant in the consideration of this application:
PA06/00930/B sought permission for a two storey extension on the rear elevation. This was permitted 1st September 2006.
PA07/01659/B sought approval for the erection of a two storey extension to the rear elevation and the installation of replacement windows. This application was approved.
Representations
The Department of Transport Highways Division does not oppose this application. Peel Town Commissioners do not object to this application. Mr Crookall MHK has requested that he be kept informed of this and all other planning applications in the Peel area.
The Proposal
This planning application seeks permission for the erection of a single storey extension to the rear elevation to provide a sun lounge. The extension would have a foot print which would measure approximately 4 metres by 4 metres with a maximum ridge height of 3.75 metres. The roof would be finished in natural slate to match the existing dwelling.
Assessment
The proposed development would be confined to the rear elevation of the property and as such would not be visible from the public thoroughfare. Notwithstanding this, the design of the proposed extension is traditional and in-keeping with the architecture of the existing dwelling.
There would be no adverse impacts upon neighbouring properties with the site being well screened by boundary walls. As such, the proposal is considered to be acceptable and is recommended for approval.
