Ramsey Cycles, Bowring Road, Ramsey, Isle Of Man, IM8 2lq

The principle of the storage compound use was accepted as it accords with the light industrial land-use designation of the site and adjoining land under the Ramsey Local Plan Order 1998.
Policy R/I/P3 (Ramsey Local Plan)
Requires appropriate landscaping schemes as an integral part of new industrial schemes to minimise visual impact and protect neighbouring developments. The officer assessed the boundary wall and fencing as sufficient landscaping/boundary treatment for visual impact mitigation in this industrial context, despite no formal landscaping scheme.
General Policy 2
Permits development in accordance with land-use zoning if it respects site/surroundings in siting/layout/scale/design/landscaping, does not adversely affect character, wildlife/habitats/watercourses, amenity, road safety, or prejudice adjoining land. The proposal satisfied these tests: zoning-compliant, acceptable visual impact, no adverse effects on watercourse (over 8m away), no highways issues, and appropriate to industrial locality.
Time limit
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Approved plans
This approval relates to the location plan and drawing no. AT960.1 date stamped the 9th October 2008.
Storage height limit
Material shall not be stored within the application site at a height greater than that of the wall and fencing hereby permitted.
Do not oppose
Interest expressed; no objection provided no development within 8m of watercourse
Inland Fisheries has no objection to application 08/01923/B provided no development within 8 metres of the watercourse; Ramsey Town Commissioners object due to inadequate screening; Highways Division do not oppose.
Key concern: inadequate screening of prominent site
Inland Fisheries
Conditional No ObjectionNo objection provided there is no development within 8 metres of the watercourse to ensure the retention of habitat, prevent disturbance to the watercourse and minimise the risk of riverbank erosion.
Conditions requested: no development within 8 metres of the watercourse; measures must be in place during construction works to safeguard the watercourse from run-off and sedimentation
Ramsey Town Commissioners
ObjectionWhilst there is no objection to the demolition of the retail units, such a prominent site should be effectively screened from view which is not achieved with the present proposal.; the drawings indicate a low wall with security fencing above however it is considered that this would not provide an effective screening particularly as the proposed use is for storage therefore it is considered that a more solid type of screening would be more acceptable.; No materials to be stored any higher than the boundary screening.
Conditions requested: No materials to be stored any higher than the boundary screening
