The proposal is acceptable from Highways’ viewpoint despite the visibility splay is incorrectly drawn. There should be a minimum setback of 2.4m not 1.4m on exit. Notwithstanding, the exit splays are acceptable. The Applicant having put forwarded a reasoned justification. Additionally, the extents would be maximised as under the existing arrangement at 43m to the east and 14.6m to the west, but longer can be achieved to the west at c24m due to the road layout and its use. The application site is within a 20mph speed limit which requires minimum 25m extents in each direction and this is exceeding to the east, but borderline to the west. Furthermore, speeds are known to be low reinforced by restricted lane widths due to on-street parking beyond the double yellow line restrictions. Parking varies throughout the day and days of the week and is not known to cause a severe safety hazard for those exiting the application site.
The widening the existing access by 3.2m is adequate to allow van access and egress on removal of the boundary wall and requiring an extension of the dropped crossing of the footway to match the width of the intended additional hardstanding. The street light and double yellow lines are to be retained.
A separate permission is necessary with Highways for the vehicular access extension under a s109(A) Highway Agreement after grant of any planning consent. On construction, the existing road drainage must either be retained or an effective alternative scheme provided at the Applicant’s / Developer’s expense on a satisfactory arrangement being drawn up and agreed with the Highway Services’ Drainage team.
The proposed widened driveway and associated hardstanding would allow parking of a large van and greater convenience on manoeuvring and parking for both operators, the Laxey Launderette and Mona Lisa restaurant, who share the existing access and hardstanding facility. A swept path of a van demonstrates that turning would be adequate, reducing the interference with the operational parking for the Mona Lisa. An elec tric vehicle charging point should be considered. The Applicant / Developer will be required to install surface water drainage where necessary to ensure containment within the site.
The proposal raises no significant road safety or network functionality issues. It would make for more convenient entry and exit for a large van and for all user operations. Accordingly, Highways Development
Control raises no opposition subject to conditions for the access and layout to accord with Drawing No: 100. The Applicant is advised of the need for a s109(A) Highway Agreement after grant of planning consent.
