The application site represents the curtilage of an existing property at 36 Port E Chee Avenue in Douglas. The property is a two storey semi-detached dwelling is situated to the north of Bray Hill and is located in an area of similar properties.
The application site is within an area recognised as being "Predominantly Residential Use" under the Douglas South Local Plan, which was adopted by Tynwald in 1998. In terms of strategic plan policy, the Isle of Man Strategic Plan 2007 contains one policy that is considered specifically material to the assessment of this current planning application - General Policy 2 states: "Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
Paragraph 8.12.1 - Extensions to Dwellings in built up areas or sites designated for residential use, is also considered relevant to this application; "As a general policy, in built up areas not controlled by Conservation Area or Registered Building policies, there will be a general presumption in favour of extensions to existing property where such extensions would not have an adverse impact on either adjacent property or the surrounding area in general".
There are no previous planning applications which are considered relevant to the assessment of the current planning application.
The proposed planning application seeks approval for a two storey extension to the side elevation which would extend to a single storey extension further to the rear of the property. This would create a garage and family room on the ground floor and bedroom with en-suite on the first floor. The extension would measure with matching materials and finishing's.
The Department of Transport Highways Division have no objection with the proposal. The Drainage Department of Douglas Corporation have no objection with the proposal subject that the surface and foul water drainage from the proposed extension must be separate. Details of the
Drainage layout must be provided to the Borough of Douglas Drainage Department for approval, prior to any work commencing on site. There must be no discharge of surface water (directly or indirectly) from this proposed development to any foul drainage system(s).
The Douglas Corporation have no objection with the proposal.
Chief Fire Officer has indicated that there should be a smoke detector erected.
The application site is located within an area of existing residential use under the Douglas Local Plan, 1998. Given the nature of the proposed development it is therefore appropriate to assess the proposal against General Policy 2 and Paragraph 8.12.1 as identified earlier within the report.
The proposed application respects the site and surroundings in terms of the scale, form, and design. The size of the proposal is appropriately scaled to fit comfortably within the side and rear elevation of the property. The style and materials used in this proposal would create a modest addition to this dwelling without adversely affecting the neighbouring properties. It will be in-keeping with the character of the street scene and would not adversely affect the amenity of local residents.
For these reasons the proposal is considered acceptable and it is recommended that the planning application be permitted.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to alterations and extensions as shown in drawing numbers 01 date stamped 23rd May 2008, 05 and 06 date stamped 20th October 2008.
C 3. No facing and roofing materials shall be used other than materials similar to those used on the existing building.
