Officer's Report
The Site
The application site represents the curtilage of Ballamenagh Cottage, Handleys Cottage, Michael. The property is located on the eastern side of the A3 and is elevated above road level.
The Proposal
This application seeks approval for the erection of an extension to the property in the form of a single storey lean-to extension to the side elevation in place of an existing lean-to of similar size and footprint.
Planning Status
The application site is located within an area identified as being of High Landscape or Coastal Value and Scenic Significance by the 1982 Development Order. Within the adopted Isle of Man Strategic Plan 2007, the following policy is considered relevant in the assessment and determination of this application:
Housing Policy 15, which states:
"The extension or alteration of existing traditionally styled properties in the countryside will normally only be approved where these respect the proportion, form and appearance of the existing property.
Only exceptionally well permission be granted for extensions which measure more than 50% of the existing building in terms of floor space (measured externally).
Planning History
The following previous planning application is considered relevant in the assessment and determination of this application: 89/01470 sought approval for the construction of a conservatory. This was approved. 08/01379 sought approval for the alterations and the erection of extensions. This was approved.
Representations
The Department of Transport Highways Division does not oppose this application. Michael Commissioners do not object to this application. There have been no privately written representations received in relation to this planning application.
Assessment
The proposed extension would replace a similar structure in poor condition. The proposed replacement would be small in scale and would not appear dominant in any way. It is considered that the extension is sympathetic in design as it would be of minimal height so as to respect the proportion, form and appearance of the traditional property in accordance with Housing Policy 15.
There are no adjacent residential properties that could be affected by the development and as such it is concluded that public and private amenity would be preserved by this proposal.
