The officer balanced support for renewable energy against impacts on amenity and countryside protection policies. A bat survey satisfied Wildlife concerns, showing no activity at the site and low coll…
Policy L/OSNC/PR/1
Presumption against development in areas designated as open space or open space for particular purposes. Site in open space/agricultural and high landscape value area; exception applied as renewable energy benefits outweighed general presumption.
General Policy 3
Development not permitted outside zoned areas except for specified exceptions including 'development recognised to be of overriding national need... for which there is no reasonable and acceptable alternative'. Renewable energy fitted exception (g) or (e) location-dependent services.
Environment Policy 1
Countryside protected unless overriding national need outweighs protection and no alternative. Renewable energy provided overriding need; bat survey and visual assessment confirmed no unacceptable harm.
Energy Policy 4
Alternative energy judged against environmental policies; wind installations require EIA but Appendix 5 clarifies minor scale exempt. Assessed compliant after bat survey addressed wildlife concerns.
Time limit
The development hereby permitted shall commence before the expiration of four years from the date of this notice.

Approval / recommends approval
no objection (consulted, no notes indicating objection)
Multiple neighbouring landowners objected due to visual intrusion, noise, and location concerns, while DEFA Wildlife and Conservation recommended a bat activity survey, and Lonan Parish Commissioners recommended approval.
Key concern: bat activity and collision risk
Ian & Vicky Powley
ObjectionNo matter what colour scheme is employed on the tower and blades it will be a visual intrusion; To add to the minimal noise intrusion with a constant mechanical noise is objectionable; visual intrusion in an area of natural beauty as well as to ourselves, a noise nuisance and an unnecessary over development
J Keith Sutton
No Commentwe just don't know what noise/air turbulence might arise from such an installation, sited only 230 metres away; Is there any procedural mechanism which will allow the project to proceed whilst, simultaneously, providing conditional protection
Conditions requested: procedural mechanism for conditional protection in event of significant nuisance
Dr Richard G Selman, DEFA Wildlife & Conservation Officer
Conditional No ObjectionThere are two ponds adjacent to this site that may attract bats and the wider area is known to get bat activity; I recommend a survey for bat activity to determine whether there is a siting issue or not
Conditions requested: survey for bat activity to determine whether there is a siting issue or not, with regard to bat activity and the likelihood of collisions. This would have to be undertaken in a suitable season

ObjectionGlen Roy is regarded by many people as one of the most picturesque Glens on the Isle of Man. Without doubt this proposed Wind Turbine will be noticed; Noise abatement must be considered. The tranquillity we have always had will be continually disturbed
Assannay
ObjectionThis proposed Wind Turbine will be in view from every window of our home
