The application site represents the curtilage of an existing property three storey detached dwelling to the north of King Edward Road at 10 Howe Road in Onchan.
The application site is within an area recognised as “Residential Use” under the Onchan Local Plan, 2000. In terms of local plan, Policy O/RES/P/21 of the written statement (Planning Circular 1/2000) that accompanies the Onchan Local Plan is considered specifically material to the assessment of the planning application and states:
“Extensions and alterations to existing residential property will generally not be opposed where such proposals are appropriate in terms of scale, massing, design, appearance and impact on adjacent property.”
In terms of strategic plan policy, the Isle of Man Strategic Plan 2007 contains one policy that is considered specifically material to the assessment of this current planning application. General Policy 2 states:
“Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:

The planning application seeks approval for alterations to PA 08/00487/B which would involve the introduction of two centre pivot rooflights to provide sufficient ventilation to the conservatory at the rear elevation of the property (they would measure 660mm x 1180mm).
The Department of Transport Highways Division has not commented on the proposed development.
The Onchan District Commissioners have no objection with the proposed extension.
The application site is located within an area of existing residential use under the Onchan Local Plan. Given the nature of the proposed development it is therefore appropriate to assess the proposal against the two policies identified earlier within the report (i.e. Policy O/RES/P/21 of Planning Circular 1/2000 and General Policy 2 of Isle of Man Strategic Plan 2007).
Due to the proposed size and position of the rooflights, they would have minimal impact on the existing property and minimal impact on adjacent properties. It will be in-keeping with the character of the property and would not adversely affect the amenity of local residents.
For these reasons the proposal is considered acceptable and it is recommended that the planning application be permitted.
It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded Interested Party Status:
