Officer's Report
The Site
The site represents the curtilage of the Buchan School, located opposite Castle Rushen High School on the northern side of Arbory Road in Castletown. The site accommodates a range of buildings, car parking, hard surfaced playing courts and green open space, some of which has trees in it. The part of the site to which this application refers lies to the rear of the site, close to Westhill Avenue.
Planning Status
The site lies within an area designated on the Castletown Local Plan of 1991 and the draft Castletown Area Plan of 2001 as Education. On the 1991 Plan those parts of the site which are not developed are shown as Woodland.

Planning History
There have been numerous applications submitted in respect of the site none of which are relevant to the consideration of this application.
The Proposal
Proposed here is the removal of two existing flat roofed buildings and their replacement by a fenced sports court, finished in bitmac with 2 m high fencing surrounding it, the existing perimeter brick wall painted white and new surfacing introduced between the pitch and the buildings to the west with steel canopies and pergola alongside this building.
Representations
Department of Health and Social Security Social Services request that they are kept informed of the decision
Department of Transport Drainage Division recommend a condition regarding the disposal of surface water and also that the existing public sewer is protected during the course of construction.
Assessment
The proposed works will not generally be visible and in any case will be sympathetic to the range of facilities and structures already available and functioning on the site.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
Department of Health and Social Security do not raise any material planning consideration in respect of the proposed works and as such should not be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the creation of hard surfaced playing areas, fencing and alterations to the nursery all as shown in drawings 01,02,10,11,12,20,100 and 101.

There must be no discharge of surface water to the main foul sewer.
