The Application Site And Proposed Development
The application site comprises the residential curtilage of a detached dwelling that is located at the end of Ennerdale Avenue in Onchan.
The proposed development comprises of the erection of a conservatory onto the rear elevation of the dwelling.
Planning History
Whilst the application site has been the subject of a number of previous planning applications it is considered that none of these are specifically material to the assessment of this current planning application.
Representations
Onchan District Commissioners have no objection to the planning application.
The Department of Transport Drainage Division do not oppose the planning application.
Planning Policy
In terms of local plan policy, the application site is located within a wider area of land that was designated as proposed predominantly residential under the Onchan Local Plan 2000. Since the publication of that plan the application site and surrounding area has been developed.
In terms of strategic plan policy, although the Isle of Man Strategic Plan contains policies identifying general planning considerations that are applicable to the assessment of a planning application it is considered that there are no specific policies within the plan that are material to the assessment of this current planning application.
Assessment
The planning application seeks approval for the erection of a conservatory onto the rear elevation of the dwelling contained within the application site. The proposed conservatory replaces an existing conservatory with a larger one.
It is considered that the proposed development is in keeping with the character of the dwelling and the impact on the neighbouring properties is acceptable. Appropriate screening can be provided, and maintained, by fencing and hedging that would not require planning approval.
It is recommended that the planning application be approved.
Party Status
It is considered that the following parties that made representations to the planning application meet the criteria of Government Circular 1/06 and should be afforded interested party status:
- Onchan District Commissioners; and
- The Department of Transport Drainage Division.
