In pursuance of powers granted under the above Act and Order the PLANNING COMMITTEE of the Department of Local Government and the Environment does hereby REFUSE the following application made on behalf of:
Name: Electrical Cash and Carry Proposal: Change of use of existing warehouse/light industrial unit to trade electrical goods outlet at: Unit 7A Middle River Industrial Estate Douglas Isle of Man IM2 1AL
which was considered on 30th October 2008, for the reasons set out below.

Reason(S) For Refusal:
- The continued use of an electrical goods outlet would be contrary to Business Policy 5 of the Isle of Man Strategic Plan 2007 in that the type of goods being sold from the site can be displayed and sold from a high street or town centre location and it has not been demonstrated that the proposal would not detract from the vitality and viability of Douglas Town Centre.
This decision was made by the Planning Committee constituted in accordance with Article 3(1) of the Town and Country Planning (Development Procedure) Order 2005.
Guidance Note
The decision contained in this notice does not become final until either;
- The time for requesting an appeal has expired; or
- Any appeal has been determined;
Whichever is the later.
Any appeal against this decision must be in writing and must be received by this Department within 21 days of the date of this notice.

Following consideration of the planning application by the Planning Committee on the 30th October, the Committee accepted the Case Officer's recommendation and passed a resolution to refuse the application.
The Committee also deleted "on the" before "vitality" from the reason for refusal for clarity purposes.
