The officer assessed whether the works meet Environment Policy 35 by preserving or enhancing the Woodbourne Road Conservation Area, and whether there are detrimental impacts on neighbouring amenity.
General Policy 2
Requires development to respect site/surroundings in siting, scale, design; not adversely affect townscape character, local amenity or locality character. Officer assessed proposal against criteria (b), (c), (g), (n), finding window replacements and extension respect the Conservation Area streetscene and have no amenity harm due to matching design, enclosure and position.
Environment Policy 35
Permits development in Conservation Areas only if it preserves or enhances character/appearance, protecting special features. Officer tested window replacements and extension against this, concluding they preserve character: front windows replicate street-dominant style, rear less visible but compliant, extension neutral as bounded by walls with similar pitch to dwelling.
Planning Policy Statement 1/01 - Policy CA/2 (Conservation Areas)
Impact on Conservation Area special character is a material consideration. Assessed alongside ENV35, with proposal's faithful replication of window openings, glazing and proportions deemed non-harmful.
Windows Policy 1/98 'Buildings in Conservation Areas'
For Conservation Area buildings, visible replacements must match original opening method, glazing bars and frame sections; less visible need similar glazing. Proposal complies: UPVC sliding sash windows match existing patterns/proportions for front/rear, French doors retain proportions/glazing.
