General Policy 2
Requires development in zoning to respect siting, scale, design, townscape character, residential amenity, access/parking, and road safety. Officer found proposal complies as it matches mixed-use zoning, reflects original building lines without adverse neighbour or highway impacts, provides adequate (if relaxed) parking, and suits conservation context.
Environment Policy 35
Permits only development preserving/enhancing Conservation Area character. Assessed as enhancing via 'striking' design echoing Smoke House mass/form, with Conservation Officer confirming diversity of forms/materials anchors to area's character.
Environment Policy 42
New development must reflect locality's building/landscape character, no inappropriate backland or loss of green space. Proposal not backland despite tight site; design takes account of historic identity, avoids open space loss as none contributed to amenity.
