The Site
The application site represents the curtilage of Ballasherlogue, Ballakilpheric Road, Colby. The property is a substantial dwelling located on the western side of the Ballakilpheric Road.
Planning Status
The site is located within an area identified as Open Space by the Arbory and East Rushen Local Plan 1998. The site is not within a Conservation Area.
Planning History
There have been no previous planning applications considered relevant to the assessment and determination of this application.
Representations
Rushen Commissioners have indicated no objection to this planning application but have raised an issue regarding a new access. The Department of Transport Highways Division have indicated no objection to this planning application. We have received no privately written representations in relation to this application.
The Proposal
The application seeks approval for the erection of a garden implement store. The implement store is to be (length width maximum height) and located in the southern most area of the residential curtilage adjacent to the boundary wall.
Assessment
Due to the high stone wall surrounding the curtilage the garden implement store will not be visible from the public thoroughfare. The implement store is modest in size and design and will fit comfortably within the site; it is judged that it will not have an adverse impact on the dwelling, surrounding properties or the area in general.
The concerns raised by Rushen Commissioners regarding the new access near the proposed implement store do not affect this application and is being dealt with as a separate issue. The new access is gated and ensures the proposed implement store cannot be viewed from the highway.
Reccommendation
It is recommended that the application be permitted.
