The site represents the residential curtilage of 40 Groudle Road, Onchan, which is a part single, part two storey detached property, located on the northern side of Groudle Road.
The property has been zoned under The Onchan Local Plan Order 2000 as being within an area of "predominately residential"; the site is neither within a Conservation Area nor within an area of High Landscape Value or Costal Value and Scenic Significance.
There are previous planning applications which are considered relevant in the assessment and determination of this application.
The application seeks approval for the creation of a first floor decking and doorway from existing rear window. The proposed decking would have a rear projection of 2.7 metres and a width of 3.8 metres. The floor level of the decking would be located approximately 2 metres above the ground level.

Onchan Commissioners:- No objection The Authority has received no privately written representations objecting to the application.
The material planning considerations for this application are:-
Impact upon residential amenities of the neighbouring properties With most balconies and roof terraces the major concern relates to overlooking over neighbouring properties resulting in a loss of privacy. With this particular proposal, there were concerns of overlooking, however after visiting the site it became apparent that this concern would not occur. This was due to the significant boundary treatment along the eastern boundary (shared with Nr 42) of the site which consists of a 3 metre high hedgerow (approx), which would act as a natural screen. Additionally, the proposal would be located 8 metres from the boundary and due to the applicants dwelling and the neighbouring property ( Nr 42 ) rear elevations being level, there would be no direct overlooking into any windows within the rear elevation of the neighbours dwelling.
The neighbouring property located to west of the application site is 'Denber'. The rear elevation of this property is located approximately 5 metres back from the rear elevation of the applicants dwelling. Due to the orientation relationship between the two properties and as the boundary treatment which the two properties share comprising of a 2.5 metres high hedgerow and a 5 metre high tree the proposal would not result in significant overlooking.
The impact upon the properties to the rear (Buttermere Drive) again will not result in overlooking. This is due to the distance between the proposal and the rear elevation (approx 17 metres) of the Nr 11 Buttermere Drive; the rear boundary treatment which consists of a 3 metre high Leylandii hedgerow and due to the significant ground level differences between the properties along Groudle Road and Buttermere Drive.
Overall, it is considered the proposal to be acceptable. Accordingly, it is recommended the application be approved.

This approval relates to the rear first floor decking as proposed in the submitted documents and drawings 1446/1 and 1.7144-101-00 all received on 24th July 2008.
