The application site forms the curtilage of Kerrowmoar West, Lezayre Road, Sulby, which is a two storey detached property, located on the southern side of the Lezayre Road, and southeast of Sulby Village.
The application site is within an area recognised as being an area of ‘white land & woodland’ not zoned for development, under the Isle of Man Development Plan Order 1982. The site is not within a Conservation Area; however the site is within an area zoned as High Landscape or Coastal Value and Scenic Significance.
The previous planning applications are considered relevant in the assessment and determination of this application:-

PROPOSAL
The application seeks approval for alterations and erection of a first floor extension. The first floor extension is to the northern elevation of the dwelling, which would have a width of 4.7 metres, a depth of 6.1 metres and a ridge height (to match the existing) of 3.7 metres.
REPRESENTATIONS
Lezayre Parish Commissioners:-
"The Commissioners studied the plans received, and felt that they were not very clear, and therefore request plans that show very clearly the existing plan and proposed extension plan. Once this is received the Commissioners will let you know their decision."
The Authority has received no privately written representations objecting to the application.
The proposal is a very minor extension, which will have no adverse impact upon the visual amenity of the existing property or upon the surrounding locality, due to the significant boundary treatment which surrounds the site (3+ metre high hedgerow/bushes) and as the property is setback approximately 65 metres from Lezayre Road. Additionally, it is considered the design of the extension is in keeping with the existing property.
It is also considered the proposal would not have any adverse impact upon the neighbouring properties given the size of the extensions and as the closest neighbouring property (Kerrowmoar House) is 34 metres away to the east.
Regarding the concerns of the Commissioners it is considered the submitted plans are adequate to make a assessment.
For this reasons the proposals would be appropriate in this location and therefore my recommendation is for an approval.
It is considered that the following meet the criteria of Government Circular 1/06 and should be afforded interested party status:

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
This approval relates to the extension as proposed in the submitted documents and drawings 1461/1, AT 949.1 and AT 949.2 all received on 25th July 2008.
The external finishes of the extension must match those of the existing building in all respects.
