The officer determined the 8m timber telegraph pole and cabinet would not be visually intrusive or prominent due to its location in front of Stoney Mountain Plantation, preventing skyline effect, and …
General Policy 3
Requires development outside zoned areas only for specific exceptions including location-dependant development for necessary services. The officer applied exception (e) for telecom infrastructure, as the site is essential for coverage and the low-impact design minimises countryside harm.
Environment Policy 1
Protects countryside from adverse effects unless overriding national need with no alternatives. No overriding need exists for full coverage, but the non-intrusive mast satisfies the policy as it does not adversely affect the landscape, with alternatives ruled out.
Infrastructure Policy 3
Balances telecom needs against environmental impact, presuming against intrusive masts and favouring sharing; exceptions require strategic need unavailable otherwise. The mast is not visually intrusive; sharing rejected as technically unfeasible without greater impact, and location proven essential via coverage plots and site assessments.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
