Site The site represents the residential curtilage of 7 Briarfield Avenue, Onchan which is single storey detached bungalow, located within a residential cul-de-sac.
Land Use Zoning / Planning Policy The property has been zoned under The Onchan Local Plan Order 2000 as being within an area of "predominately residential"; the site is neither within a Conservation Area nor within an area of High Landscape Value or Costal Value and Scenic Significance.

There are no previous planning applications which are considered relevant in the assessment and determination of this application.

The application seeks approval for the erection of a first floor extension to the rear elevation.

There was initial concern with the previous schemes, as the proposed dormer windows would appear as adding an additional floor to the property, which was considered inappropriate and out of keeping with the surrounding properties. Subsequently, the applicant has amended the scheme, which would result in the proposals being set back from the eaves level and from the northeast elevation. This overcomes the previous concerns.
Due to the orientation of the property in relation with Briarfield Avenue, the proposal would not be visible, however due to the footpath which runs along the northern and eastern boundary of the site, the extension in part will be apparent. Notwithstanding this, I do not consider the proposal would be out of character with the surrounding properties or with the properties within the estate, which are made up of various designs of properties, which include flat and pitched roofed dormer windows. Additionally, due to the size of the extension, the orientation of the proposal in relation to the neighbouring properties and distance between them, the proposal would have no significant impacts upon the residential amenity of the neighbouring properties to warrant a refusal.
For these reasons the proposal would be appropriate in this location and therefore my recommendation is for an approval.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.

This approval relates to the first floor extension as proposed in the submitted documents and drawings 4179/L1, 4179/S1 and 4179/1 REV C received on 24th January 2008 and 27th June 2008.

The external finishes of the extension must match those of the existing building in all respects.
