Officer's Report
The Site
The site defined in red represents the curtilage of Ballacottier, a detached property which sits within the established farm group at Slegaby Farm. The dwelling is which has had a series of applications for alterations and extensions (see below). The site has another property, Glenside, to the east and a paddock to the west.
Planning Status
The site lies within an area of Woodland and Open Space of an Area of High Landscape or Coastal Value and Scenic Significance on the Onchan Local Plan of 2000.
Planning History
Planning permission has been granted for alterations to the dwelling as follows:
PA 03/0468 - refurbishment and extensions to dwelling - permitted on review<br/> PA 06/1200 - amendments to approved scheme to include alterations to bay window proportions, addition of a glazed link between the house and garage, etc - permitted
PA 06/1201 - amendments to 03/0468 to include alterations to bay window proportions, increase in height of side wings, etc - permitted PA 06/1202 - amendments to 03/0470 to include changing facing stonework for staircase enclosure to curtain walling etc - permitted
The Proposal
Proposed now is a modification to the permitted plans in the form of the handing of the garage which will be accessed from the front rather than the rear, omitting the long access drive around the rear of the property. Also proposed is the creation of a second access and parking area on the other side of the frontage.
Representations
The Isle of Man Fire and Rescue Service recommend liaison regarding the fire Precautions (Flats) Regulations 1996 which is not a material planning consideration and should not be referred to in the planning decision notice.
Department of Transport Highways and Traffic Division and Onchan District Commissioners raise no objection to the application.
Assessment
The proposal has limited impact in terms of the appearance of the property and avoids a long expanse of driveway at the rear. The property remains the same in size and appearance otherwise and as such there is no adverse impact from the proposal.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
The Fire Prevention Officer refers to the internal layout which is dealt with as part of the Building Regulations and as such is not a planning matter. The Fire Prevention Officer should not be afforded party status in this instance.

C 1.
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the alterations to the property and access thereto, as shown in drawings 01/1894/01-02G, 01/1894/03-11C, 01/1894/03/12B and 01/1894/01-01A all received on 1st May, 2008.
